These are perl modules and what's strange is, I use cpan and install them
all ( Test::Deep, Module::Find, Text::Unidecode, Tie::IxHash) And I still
get

Requires: perl(Tie::IxHash)
Do I need to put them somwehere inside packetfence, should we upgrade
to lesser versions instead of making the jump from 4.2.2 to 5.3.1? If
so, what is the manual way to upgrade outside of yum?

Hello Will,
because in all the Redhat's packets are not in a single repo you probably
have to subscribe to more repo/channels.
https://access.redhat.com/solutions/11312
Or use Centos 6 repo just for the dependencies.
