OK, to answer my own question... Here's how to shut this off.

I found that in PacketFence 5.3.1, the Ruckus support was changed to
support WISPr. This is not the case in version 5.0.1.

To disable this if you are not using WISPr on Ruckus, edit the following
file:
/usr/local/pf/lib/pf/Switch/Ruckus.pm
and change line 62 to read:

sub supportsWebFormRegistration { return $FALSE; }

Restart PacketFence so it reads the change and users who get registered
will see the "Your network access is currently being enabled..." page.

Maybe a checkbox should be added to the switch setting page to say:

[ ] Use WISPr support? (unchecked = above modification).
