Which issue exactly? 

If we are talking about pfdhcplistener stopping when you restart the database 
that is considered normal behaviour.
MySQL is not a PF managed service. 
Services that depend on it may stop if they can’t connect to the database.
That is an unfortunate fact of life.

You should always check the status of all services after a database restart.
Database restarts should be few and far between anyway.
