Because that issue is caused by the client device itself, not PacketFence.
This is a common issue with OS X not renewing it’s IP after a VLAN change.
You’d have to ask Apple why...
I doubt web auth is supported on openwrt.
It’s a feature of some controllers/switches, e.g. Cisco WLCs and 2960s.
