Dear Charm Quark, As you may have surmised, PacketFence on Ubuntu 14.04 is not officially supported. That means we do not provide the packages it’s complaining about.
Your options are to package them yourself, or to find a repository that does provide a packaged version. The message you referred to was on the “devel” mailing list. That’s a hint that any such endeavour is experimental...
