The DHCP/DNS configuration on the normal/management VLAN *SHOULD NOT* be
managed by PacketFence, usually your own DHCP server should manage that.

/PacketFence documentation does not provide any help on how to configure
a bind or iscdhcp server, you have to refer to their documentation for that.
Also questions that are out of the scope of PacketFence such as
configure a DHCP/DNS server probably won't be answer here.
I advise you to have a separate server for DHCP/DNS on your
normal/management VLAN other than PacketFence. If you are more
comfortable with Windows you can configure a Windows server as your
DHCP/DNS server for normal/management VLAN, bind/iscdhcp are just
possibilities.
