Were there any errors when you upgraded? 

Obviously something went wrong, either in upgrading packages or in merging your 
configuration.

I would suggest the following. 
Do a clean install (move the /usr/local/pf directory somewhere) and see if 
PacketFence will start correctly.
You may have to go through the configurator again to get all services to start.
Create just a basic configuration, just to make sure you have a valid install.

Then, and only once you have all services starting correctly in a default 
configuration, start merging your old configuration, one file at a time.

Restart PacketFence after every change that you merge.
Once it starts breaking again you will know you have found what caused this in 
the first place.

For what it’s worth, a default install on wheezy starts without problem for me.
