answering my own question about the "duplicate IP 0.0.0.0", it was cisco's IP
Device Tracking feature.
putting a "probe delay" of 10 seconds on it fixed the whole problem
Switch01(config)#ip device tracking probe delay 10

Hello,
When my Packetfence server is up, I occasionally receive errors on various
hosts on my network about an IP address conflict:
"The system detected an address conflict for IP address 0.0.0.0 with the system
having network hardware address CC-D8-C1-B8-9B-A4. Network operations on this
system may be disrupted as a result"
The network connectivity does not seem to be disrupted for any host with the
error.
I only see the error when the Packetfence ZEN appliance is powered on. If I
power off Packetfence the message is not seen on any host.
I am not running dhcpd on the Packetfence server.
What could be causing this problem? Which log on the server should I check for
useful information when troubleshooting this issue?
