I believe the problem will be worked around best if I prevent Windows computers
attempting to detect duplicate IP addresses. Since we maintain tight control
over our DHCP and we don't make a habit of issuing duplicate addresses, there
shouldn't be much reason for Windows to keep searching for duplicates on the
network. Within a few days I will know if the problem is permanently resolved.
Following recommendation from Cisco, and instruction from Microsoft, I created
a group policy to disable "Gratuitous ARP" on all windows computers.
