I found the problem. It was the wrong config file... This line had to go
to log.conf.d/httpd.webservices.conf!

I extended api.pm so that we can use the authentication method from our
external captive portal. I wanted to check if the right sources are checked.
Now it looks good. ... but the authentication is still not working for
another reason ;)
