Hello David,
If the captive portal works fine, then I would say packetfence works fine.
If your problem is the local login on the desktop, then your problem is the
communication between the desktop and the AD. You should check that your dektop
device, once in the normal VLAN, can communicate with the AD as a desktop do
usually.
