Hello Fabrice,
I think the problem was KVM and Centos 7.3 (or maybe the underlying
hardware?). Using Centos 6 worked as expected.
I installed PacketFence/Centos 7.3 under Hyper-V using better hardware, it
worked at the first try.
As you said, Scientific Linux sort of works..., had to manually tweak where
to get the installation files. I will continue my tests using PF/Centos 7.3
under Hyper-V.
