In reply to my own request, I have read the source code of the project and 
discovered the valid options for interfaces in cluster.conf
The valid types are: internal, radius, portal, high-availability
Each type has different valid enforcement parameters:
internal: vlan, dns, inlinel2
radius: no valid options
portal: no valid options
high-availability: no valid options

This was derived from the code found in 
<project-root>/html/pfappserver/lib/pfappserver/Model/Interface.pm line 680 
(sub _prepare_interface_for_pfconf).

For my inline mode on my inline service interface, I set:
type=internal
enforcement=inlinel2

I am setting up clustering but I cannot find decent documentation on 
cluster.conf. I need to know what the valid options are, specifically for 
"type=". I tried to set "inline" and “inlinel2”, but those keywords aren’t 
recognized. Does anyone have documentation or experience with clustering inline 
boxes?
