Hello Ivan,
what you can do is the following:
/usr/local/pf/bin/pfcmd service radiusd generateconfig
/usr/sbin/radiusd -d /usr/local/pf/raddb -n auth -fxx -l stdout
And paste the debug if the service is not able to start.
