If you use webauth https://packetfence.org/doc/PacketFence_Network_Devices_Configuration_Guide.html#_aerohive_networks <https://packetfence.org/doc/PacketFence_Network_Devices_Configuration_Guide.html#_aerohive_networks> section 5.3.2 then yes you should be able to use PacketFence in the cloud.

You need to allow the traffic for http/https/radius to packetfence and have a public ip for the captive portal.

And for social login , use wall garden from the AP.

Btw don't enable external on the fortigate, it's useless since the Aerohive AP can do that.
