It looks to be an issue with the the image versus xen.

Btw you can install a centos 7 minimal install then do that:

disable selinux

rpm -ivh http://inverse.ca/downloads/PacketFence/RHEL7/x86_64/RPMS/packetfence-release-1.2-7.el7.noarch.rpm

yum install packetfence --enablerepo=packetfence

And you will be with the exact same thing than the Zen image.
