I suppose you can edit following file: html/pfappserver/root/interface./interface_debian.tt and put your own directives in it.

Then, I think it will be parse by this function: https://github.com/inverse-inc/packetfence/blob/c8ac6df23a23e62d9235c42b1473dcdd3cf8819f/html/pfappserver/lib/pfappserver/Model/Config/System.pm#L411

From what I see:
* You will get your new config file in /usr/local/pf/var/
* Errors will be log in PacketFence logs
