I try to reproduce your issue but I found this bug:

If I follow the steps you mentioned, I got:
- partner1 user with tenant_id 1
- partner2 user with tenant_id 1
- nodes owned by partner1 user with tenant_id 1
- nodes owned by partner2 user with tenant_id 1
I ask my colleagues for help.
