Seems like I remember having a similar problem when I did an install on an
8.3.0 system on Centos 7 some time ago.  Starting over from the beginning
seems like a lot of extra work.

Would you run a couple commands and show us what you get?  Sanitize
anything you feel you may not want public (addresses in the iptables info,
for example).

Check the PacketFence service and all sub-services:
/usr/local/pf/bin/pfcmd service pf status

Check what MySQL/Maria stuff is running:
ps aux | grep -i -E "mysql|maria"

Check iptables (looking to see if 1443 is allowed inbound):
iptables -n -L


I think I ended up having to "initialize" MySQL with a root password and do
a couple MySQL setup steps manually before I could get to the Configurator,
but let's see what the above output looks like before going any further.
