I describe issue my customer had here:

On PF side, we authorize guests user by looping on all sites returned by Unifi API [1]. It looks like the default site is always the first site returned. Consequently, PF got a 200 from Unifi controller for default site and stop processing here. Leaving device in a pending state on Unifi controller.

But I'm not sure this is the same issue as you.

Do you have some interesting logs in packetfence.log when your android devices try to register ?
