If I was you, I will:
- break the `--force-new-cluster` command
- completely stop any MariaDB service
- restart at this step:

systemctl stop packetfence-mariadb
/usr/local/pf/bin/pfcmd generatemariadbconfig
/usr/local/pf/sbin/pf-mariadb --force-new-cluster
