I set up a 9800 WLC a couple months ago and it works just fine with Packetfence. Cisco did change how the ACL works if doing web auth, so it does not work quite the same as a traditional AireOS controller did. When doing web redirects, it needs deny statements instead. I worked with Cisco to get this working correctly.
