I use a  WS-C2960S-24PD-L switch. How do I verify its capabilities and is
there a guide for the configuration of the ACL feature?

The switching on and off, I believe should be if the user trying to
authenticate either supplies an invalid credential or is not a valid user.

Right now, I have a valid user receiving a failed authentication on the
switch.
