Looks like CentOS8 will be supported on PacketFence 11 which is currently under development. They're still actively developing it now (https://github.com/inverse-inc/packetfence/milestone/43.) But I wouldn't use that percentage as a goal for release. They released 10.3 with something like 80% complete. And they're still at 96% complete on 10.3, and it's been out since April. Their documentation states that they support RHEL 7.x, CentOS 7.x and Debian 9.
