Looking at the repo:

Looks like CentOS8 will be supported on PacketFence 11 which is currently under 
development. They're still actively developing it now 
(https://github.com/inverse-inc/packetfence/milestone/43.) But I wouldn't use 
that percentage as a goal for release. They released 10.3 with something like 
80% complete. And they're still at 96% complete on 10.3, and it's been out 
since April.

Their documentation states that they support RHEL 7.x, CentOS 7.x and Debian 9.

I have tried to test Packetfence by creating virtual server and using ZEN image 
but reason unknown it seems that PF's initial configurator creates wrong 
credentials to db and configurators "dies" (or starts to tell that cannot 
access db...

Then I tried to install Centos-8 stream to virtual server and install 
packetfence by using yum but manuals tells only RHEL7 installation procedure 
which seems to be outdated.
I tried to upgrade repo from stable 7 to stable 8 but still there seems to be 
need to to do some serious compiling of ipt_NETFLOW and perl modules before 
system starts up...

Is there any plans to fix OVF image or does somebody have advice how can  I 
walk through configurator to create proper testing environment?
