I saw someone else on the list that had this same issue, but it was before I 
joined the list so I could not respond.  Hoping to save someone else some time, 
point out possible bug.

This is for using a Windows CA RADIUS Certificate
If you download the cert in Base64 you only have to rename to end in pem so 
cert.cer -> cert.pem

Installing a RADIUS certificate in version 10.3 via the interface yields an 
error about the intermediate chain needs to be in apache format.
I had to add the cert to my Debian trusted root certs.
Copy to /usr/local/share/ca-certificates/
                update-ca-certificates

That fixed that
Then the service would not restart.  It showed green, but further examination 
showed that it was not alive.

Switch off (make False) Find intermediate CA certificates automatically
Copy your CA cert into the provided box

Save and Restart -

Rocking and rolling after that.
