Hello Brian,

If you have too much DHCP traffic, you will need to consider to add more 
pfdhcplistener worker to cope with the load.

I will also advise you to upgrade to have more stability around that process 
because we changed some mechanism around that DHCP processing in the newer 
versions after PF 6.X
