This link to github describes the patch to ver 12.0. 

I’m on ver 12.1, didn’t have problems with AUP, but the conversation brought my 
attention mostly because I wanted to change the default logo in the signup 
page. Checked for packetfence-cp.png file in the entire file system on PF and 
found them in /var/lib/docker folders. Wondering what would be the procedure to 
modify it with the company logo?

I also noted that change. There is a patch here:

I applied the patch, but I saw that there was also a change in the structure of 
the profiles. Now each connection profile type has its own folder with logo and 
acceptance text. So, I had to copy each txt to each folder.:
