For some reason your Debian repository configuration seems to be broken.
This is not really a packetfence question, but a general question about
Debian and repository configuration and maintenance and I guess you'll
not get an answer on the list.
I'm working for a company that started out supporting Linux and
especially Debian more than 20 years ago and they are starting to
support Packetfence as the Open Source NAC as well.
If you come from a company background and would like to get support
about Debian and Packetfence running on Debian they'd probably be happy
to offer you a support contract.
Otherwise try to stick to the Debian community to find out how your
repository configuration is wrong or how to clean the apt cache in case
it got mixed up somehow.
