That been wrote, you need to apply maintenance patches first (https://www.packetfence.org/doc/14.0.0/PacketFence_Upgrade_Guide.html#_apply_maintenance_patches) due to that https://github.com/inverse-inc/packetfence/issues/8105 which as been fixed.
