No, there is no docker image of Packetfence because it is almost impossible to make it work properly in a container. By design, Packetfence is also using containers and systemd. Here https://stackoverflow.com/a/51985145 is an example of why we are not going to make it. If you start to use PF, you should start with the ISO.
