It builds against openSUSE:Factory repository on build.opensuse.org (OBS has a linking mechanism so we can build against "foreign" repository) Which means, well, we're building against the latest openSUSE development version. Actually there's no such term "factory/factory-snapshot/factory-tested" in _build_ or OBS level. such names only appear in download.o.o which means packages there are kinda "fixed", OBS is a develop platform so we're always rolling... If you wanna use a 13.1 machine will factory repository as your update source, I'd say...no one knows what will happen...you may occasionally update your system to the most bleeding edge version...even newer than the unreleased 13.1....
