I just checked in my 12.3, which is in *exactly* the same situation: Totem from openSUSE, compiled against GStreamer 1.0 from openSUSE, works just fine with GStreamer 1.2 from Packman. When I uninstall gstreamer-plugins-libav the video fails to play, but Totem doesn't ask me to install it. I guess there is something broken in 12.3 that was fixed in 13.1.
