It is provided by regular openSUSE 12.3 and 12.3:Updates boost package:
https://build.opensuse.org/package/binary/openSUSE:12.3:Update/patchinfo.2019?arch=i586&filename=libboost_filesystem1_49_0-1.49.0-12.4.1.x86_64.rpm&repository=standard
Could you check `zypper se -s boost | grep system` please?
