This is what I got in openSUSE Factory using Packman for openSUSE Factory:

 # zypper up amarok-2.8.0-21.40
Loading repository data...
Reading installed packages...
Resolving package dependencies...

Problem: nothing provides kdebase4-runtime >= 4.13.80 needed by
amarok-2.8.0-21.40.x86_64
Solution 1: do not install amarok-2.8.0-21.40.x86_64
Solution 2: break amarok-2.8.0-21.40.x86_64 by ignoring some of its
dependencies

Apparently you are using openSUSE 13.1, which indeed provides
amarok-2.8.0-21.28 without any problem.
