You cannot simply download the rpm: you must add the Packman repository
so that zypper can retrieve all the necessary dependencies:
zypper ar -f http://packman.inode.at/suse/openSUSE_Tumbleweed packman
(as root)
Indeed, VLC-Qt is not present in the official openSUSE repositories, but
only in Packman's (because of the codecs' license I guess).
You can also use 1-Click-Install so that YaST will automatically add the
necessary repo and install your software. Unfortunately, I am afraid
that Packman's 1-Click-Install do not work with Tumbleweed.

Another thing, just a detail, on your website you have written
"OpenSUSE", but it is always "openSUSE"
