Many packages in PMBS are just built to satisfy BuildRequires. Only very few of them are actually needed at runtime. Each of those packages could be in OBS. Doing it that way would reduce the turnaround time in PMBS I think.
Does anyone would object to move them to a OBS project which hosts just those BuildRequires? What would work would be something like: OBS gets a new project named "$whatever" which contains all the perl/pyton/... packages. This project gets the exact same set of repositories as Essentials has right now. Essentials in turn does not link against (for example) "openSUSE.org:openSUSE:13.2:Update/standard" anymore but instead to that new OBS project "openSUSE.org:$whatever/openSUSE_13.2". Creating a new toplevel project in OBS shouldnt be that hard.
