Packman hosts a few libraries that can not be in OBS. Prominent pkgs like 
ffmpeg, gst and vlc link to these libraries. Every other month these libraries 
get an update. Each update gets a new API and/or SONAME. If for some reason the 
new version is not understood by these prominent pkgs, they can not be 
installed or upgraded anymore because the old version of the libraries is gone.

To avoid such situation upfront, the submission should be done from a new 
"Staging" project. This prj should contain pkgs like libx264 and libx265. And 
as we learned a few hours ago, also fdk-aac and everything else that may break 
compilation of direct dependencies. Once an update for these libraries does not 
cause build breakage it is ready for submission to "Essentials".

Stefan, please create a copy of "Essentials" (meta prj/prjconf) named 
"Staging". This new prj can be populated as needed, the list of maintainers 
there can be relaxed.
