This failure occurs, when building vlc-beta from
vlc-beta-4.0.0.20190720.683a76b6cb-1.15.src.rpm with current
openSUSE-Tumbleweed. PMBS uses opencv3 and opencv3-devel, so there is no
failure. Please try to build with the actuall version in TW: opencv and
opencv-devel 4.1.1.

openSUSE-repo comes with 2 versions of opencv: opencv3 and opencv. The
last one is the default. If opencv3 ist installed (instead of opencv)
the build succceds. So in the spec-file the "BuildRequires:
pkgconfig(opencv) > 2.0, pkgconfig(opencv) < 4.0" solves this problem,
or "Requires: opencv3" maybe too.
