Yep, but it's really this easy for everyone to resolve on herself:

  zypper ar 
https://ftp.gwdg.de/pub/linux/packman/suse/openSUSE_Leap_15.3/{Essentials,Multimedia}
 packman-{essentials,multimedia}

BTW, gwdg even carries the Leap 15.3 packages in the meantime - so no
reason for reading between the lines etc. ;)

If you need it for a different distribution version, please look at
<https://ftp.gwdg.de/pub/linux/packman/suse/> and pick your target.
