This dependency was from previous gstreamer-plugins-bad-orig-addon,
it was also missing from the 32bit version back then.
I do need 32 bit plugins/codec for wine and a few Japanese visual
novels,
I was already made aware of the missing 32bit in openh264, so I did
this SR yesterday
