[pacman-dev] [PATCH] makepkg: don't warn when PACKAGER is unset

[morganamilo]

makepkg now complains when PACKAGER is not in the format
"name <email>".

Hide this warning when PACKAGER is unset but still warn if it is set to
something out of format.
