I think I'd default to what the umask of the system does and allow the
user to configure Padre to have save-as keep permissions.

A related issue would be how should padre save new files?
In this case too I'd go with the system defaults but probably let the
user set some configuration.
Even though such in-padre configuration is only important to people
who don't understand
umask.
Like me.
