Yes.

Simplified, the process works like this:

 * every package (version) is uploaded to Sid
 * then, in absence of release-critical bugs for a certain period of 
   ime, it migrates to 'testing' (which is prevented by the bug I've 
   filed)
 * at some moment 'testing' is frozen (expected 'soon')
 * the remaining release-critical bugs in 'testing' are fixed
 * 'testing' is released as 'stable'
 * once released, only minimal, critical fixes are allowed to enter 
   'stable'; no new upstream releases or new features
