FYI: Unable to replicate under Vista Turkish with Strawberry 5.12. 
However, even if locale is in effect, it must not affect perl
Warning messages which seems to be the case here.
Actually it looks like the warning message order is reversed.
Some odd STDERR buffering somehow?
