As garu also mentioned the fact that there is easy access to the POD in the modules both on search.cpan.org and in our Plugin Manager means that the README file does not need to contain a lot of information.
Some people generate the README file from the POD of the main module but I think that duplication is unnecessary. IMHO a README file should not contain much, mostly pointers to the POD and instructions how to install the module if that's not the standard way.
