IMHO, you should just do that. Code-wise, the tag would still be exactly the same, right? The only difference would be the Changes file, which is not critical. You could still modify the Changes file in the tags/...0.67 directory. tags/ and branches/ are not special functions of SVN, they are just conventions for directory layout. So you could just go ahead and modify Changes there. As long as we don't do it all of the time, a breaking of the conventions is justified in such a case, I guess.
