generally, Padre does not care whether it runs on 32 or 64 bit.
Wx (the GUI toolkit that Padre uses) may be more critical, though.

Have you tried the instructions on

I have neither experience with running Padre on ActiveState Perl nor
on Windows, so I cannot help you with details, the only thing I can do
is to give you some pointers where to look next.

According to Mark's repository index, there should be Padre 0.70
packages for Windows,

He also lists 64-bit Windows as supported:
Windows 64 bit x64 Perl 5.12
Windows 64 bit x64 Perl 5.10

PS: If you do not have to rely on ActiveState Perl, then there is also
the possibility of using Strawberry Perl, which allows to install
Padre directly from CPAN.
