I don't know build_exe.pl much, but as error message, checking whether directory C:\DOCUME~1\GABORS~1\LOCALS~1\Temp\par-Gabor_Szabo\cache-11fea0eca63e4ecbbf628035ca1b8ca33131b106/ and all of files in it exist or not would help you resolve problem.
