I wouldn't put it like that (specially thinking of the loud and difficult relationship of some in the Ruby community and the Debian packaging as seen in the last few days). Distributions have older versions instead of bleeding it because they have to support the software on a release base (e.g. Ubuntu has a new release every 6 months) and specially make sure things work together (think of dependencies) and out of the box. This is normally not a problem. Most software on my laptop is supplied by the distribution. Padre, on the other hand, is rather new and enjoys a pretty fast development rate, making the situation different. Think of a text with several columns and you draw a rectangle around one column and copy only that. Ultraedit has that option.
