Hi Charlie, The trac site is where you go to register and create your account, however, due to spam issues, the registration process is closed.
The best thing to do is to jump into the #padre channel in irc. There are web sites that provide irc services... http://www.mibbit.com/ should get you onto to the right path. The irc server is irc.perl.org, you join a channel by typing /join #padre in your irc client's text field, or use whatever your client gives you to join the channel. Once in, just say hi and ask for account to trac, for the most part there is usually someone in the channel who has admin rights to open up the registration.
